Fresh Water Pump Issue

1989 Searay 34 Express. When I turn any faucet on, the pump will not start for about 4 seconds and runs 8 seconds after I shut the faucet off. Hot or cold, it doesn't matter. The pump used to turn on as soon as the faucet was turned on and shut off right away. I tried a new pump, same result.
 
pumps will not start until pressure has dropped to a set pressure... how much flow to you get right before the pump kicks in?

when you turn off the faucet, it takes a while for pressure to build up and trigger the pressure switch. If you have an accumulator, that's normal
 
The flow is normal then starts to slow down. The longer I let it run, the slower the flow and the longer the pump stays on once I shut it off. Since I had the boat (7 years) the pump would start when I turned the faucet on and shut off right away when I shut the faucet off. I don't believe I have an accumulator tank.
