Simply, GPS uses the week number, stored in 10 bits, to "do it's thing". On April 6, 2019, this counter will "roll-over" to zero.
Older GPS and/or those with poorly crafted "roll-over adjustment routines" could crash or malfunction.
Since boaters tend toward frugality, I suspect that some of us have unpatched GPS software or fairly old GPS devices., and might encounter the glitch.
SO:
If on the 6th of April, this year, your GPS gets into difficulty, this is the likely culprit.
Note: Your wind-up chronometer will likely still have the correct time to use for your midday nav fix...
