Great Stuff Everywhere?

As I was installing my AC, I noticed that every hole in the flooring and bulkheads for every wire and hose in the boat had been sealed up with a generous application of some kind of expanding foam like Great Stuff. Did Carver do that or did the first owner do that? I don't think my midsection bilge areas get enough air movement. Thoughts?

I'm thinking the first owner may have done that...I've neveer seen a Carver with it from the factory.
 
Dont know the boat, but every hole in the floor that wire or hose run through on my boat has all these items heavily coated in what looks like silicone.. I suppose its for vibration control and wear. Plenty of holes to the bilge can be found if youo look under cabinets, behind fridge, to the rope locker, etc..Under the floor there are weep holes ( around 2" ) as well as "wire trays" that are not silicone sealed. boat is 85 mariner.
 
The holes with wires going through them are silconed to prevent vibration and chafing of the wires. Went through that when installing my inverter. I think you'd get dinged on a survey were they not secured.
