Help .. No pull start ..locked??

I have a 1975 Evinrude 15 hp outboard...( I watched my father fix things growing up so I'm A little handy....I was his little helper lol ) anyway ..I was having trouble starting my outboard sometimes at the end of summer... But when it started it ran pretty good...... The last 2 months I brought it home.. too cold to use... I was trying to start it up in my basement and couldn't get it started at all ..Pulling and pulling the manual start mechanism and now my flywheel is locked ..and the pull is locked....can anyone help me and tell me what happened??

Pull out the spark plug in case it's hydro-locked.
 
It sounds like it ...could... just be that the manual rewind starter mechanism is jammed up or the recoil spring has come detached from the retaining cup and guide assembly.

With engine top cover off carefully inspect as much of it as you can see looking for a jam. It may come to removing that whole rewind assembly but unless you are really handy that can lead to a real headache dealing with the unleashed coil spring and getting it back together without many more "jack in the box" effects. At that point you may wish you had someone who works on those a lot do it for you, no offense.

I have essentially-the-same but Johnson 1977 15hp and have had to take that mechanism apart several times to my dismay.

You can find parts diagrams for that motor and the 13 parts (on my '77 at least) of the rewind starter assembly via a Google search of
" 1975 Evinrude 15 hp rewind starter parts diagram ". Or leave out the "rewind starter" and get them for the whole motor.

****But may I strongly suggest- never run an outboard or other internal combustion engine in your basement unless you have a purpose-built ventilation system to effectively suck the exhaust fumes out of your house. The toxic CO by product is a heavy gas that will quickly build up in a basement. Just opening basement windows will not remove those fumes.

Deadly dangerous.

as for starting in my basement....
I was just planning on starting for a few seconds to get gears ect..working.. haha... but that didn't work out well... lol

Oh, I thought she was planning on laying a layer of CO2 and CO on the basement floor to get the mice and rats.[:P]

There's a spring loaded gear in the starter mechanism that can get stuck. Try using a long screw driver and tap it lightly with a hammer against the gear and shaft to try and jar it loose
 
shift in and out of gear several times.
the pull start mechanism of some motors has a lockup feature.
 
Try turning the prop a bit. About half a Revolution. That should tell you the motor is OK, and your problem is in the Shift/Neutral position or the Pull starter stuff.
Some screws, maybe four should take the Pull starter off the Motor.

Beware!!! If you start it without some water in that Pump, you'll ruin the pump quickly. Like a few seconds!

PS: Let us know if the Mice Casualties stack up pretty good. You may have created a new Fix for Rodent infestations.
