Help w/ teak after removing Cetol - won't hold oil

Previous owner had used cetol on the swim platform teak. I removed the orange stuff by sanding the wood down to clean bare surface.

Problem I am having now is the wood won't hold the teak oil, even after multiple coats. I have tried cleaning and brightening it a few times but still no luck. After applying the oil the wood quickly goes back to a dull worn color.

Any suggestions?
 
It is dried out thru and thru. You need to soak the living daylights out of it.
 
There is still some sealer--maybe a silicone product on the surface of the teak preventing the oil from penetrating. For example Semco teak sealant is a popular product to use on swim steps, and will prevent oil penetration. Oiling a swim step is not a really good way of finishing it. The reason is that oil will leach out in water, farily fast in salt water. We had a boat where the aft cabin sides were oiled (4 to 6 coats) and during a 2 week Atlantic crossing, where we were on the same tack for most of the time, the salt water had leached out the vast majority of the teak oil on the one side.
