It could be anything, a bomb or a torpedo? Regardless I'm thinking the original owner has some 'splainin to do.

I would love to see a photo of the object. My guess is it is a practice bomb that carried a smoke charge

Yup, originally torpedos were explosives tethered underwater in rivers and waterways that would be command detonated as Confederate or Yankee vessels passed over them. Today those types are generally known as mines and torpedos are self propelled.
