I have finally isolated my water tank issue. The vent is clogged causing hydro lock within the tank and not allowing me to completely drain the tank.
Is there a vent that I can place inside the boat that allows air to move both ways and not water ?

We are liveaboards year round so freezing is an issue

Why don't you just unclog it? Typically t clog is at the thruhull fitting, the screen in there corrodes and gets blocked.

Unfortunately the location of the thru hull for outside access / cleaning is deep within an engine vent panel that has louvers on it. Access from the inside is behind panels.
To throw another variable in their, these panels are sealed up for the winter to keep the engine room warm.

Sounds like you really just need to buy time until it is warm to fix it. Since you are liveaboard and not moving, why not disconnect the vent hose from the tank? Only time this will cause an issue is filling. So you could put a length of clear hose (cheap home store stuff) on it to the bilge. Watch it when filling the tank. Or depending on your deck fill location, leave that loose and let air into the tank through that? Just need a few months until you can access the permanent one.

Did the water tank venting problem coincide with the 'sealing' of the vent panel??

Gene had the right answer !
I was investigating more last night and apparently I really sealed up the vents good. I opened up one small louver and heard the sucking sound. Love it when the repair is silly as this one was.
