Should the inlet line to the toilet (lake water)have a check valve on it? Having problems with flushing. Plan to rebuild with a new impeller ,the inlet line does not have a check on it now.

No reason for it to. Last boat, drawing from raw water had no check valve.
Current boat uses fresh water, has a check valve and solenoid to allow water to flow.
Many installations do - in order to keep from losing prime at the pump. It really depends on how your boat is set up. If you are losing prime and spinning your impeller when it is dry, then you will burn up the impeller pretty quickly. You can definitely tell by the sound if you have lost prime.
Just replaced the entire jabsco head after 18 years with another jabsco. Original had no check valve nor does replacement. If you are losing prime you probably have a leak somewhere.
