The circuit feeds a regulated voltage to the LEDs and blocks the additional voltage. This eliminates any pulsing and also allows the designer to get the most light from the LEDs without risking burning them out.
Ron As i recall most of these LED's came in a box with some packing and nothing else. The first bunch came from a place someone on here suggested called led lumination with com after it. Some of the lights didn't work and others didn't look anything like pictured on their web site. THEN I googled them and there is a never ending list of unresolved complaints on them. Chalked it up to experience. The festoon bulbs I bought for my anchor light came from your ledshop with com after it. Much better company, don't recall them providing voltage either, but I will bet they are regulated bulbs. And they match the picture on their web site.

When you see them on the website or catalog they should have voltage ratings. Otherwise you wouldn't know what to buy.
It sounds like you have straight replacement bulbs not LED assemblies. The straight replacement bulbs generally the inexpensive ones simply have a droping resistor no voltage regulator. This is one of the reasons I used all fixtures or assemblies they are all voltage regulated. They are esy to differentiate regulated LEDs have small printed circuit boards the others don't. In all cases the LED bulbs would draw less than their counterpqart. It's not the wire size unlesss you installed more than 5 to 1 or 5 LED fixtures where you originally had one halogen fixture.
