Lofrans Windlass on 1995 Sea Ray

I have the Lofrans Leopard model on my '95 500DA. I'm unable to either raise or lower the chain rode. The chain between the windlass drum and the bow pulpit is rigid, with no slack. The chain is in free fall into the locker.
The remote switch at the helm is definitely getting 24vdc to the windlass - I can hear a "rattling" when I flip the toggle switch, but nothing moves.
Any suggestions for troubleshooting?

sounds like it's jammed. If you unscrew the top and remove the chain will it run with nothing in it?

Finally got an opportunity to get back to the project. It was jammed.
I was afraid I'd need to replace the control box or motor.
