Low voltage shock on drive shafts *Newbie*

When installing the zincs on my drive shafts I received a low voltage shock. I was plugged into shore power and my battery charger was on. I'm concerned about hurting the other boats in my arena with electrolysis. How do I find the bad ground or what else could be the issue?
