making my bottom paint higher

Right now the boat is in the water and the waterline on the bottom paint is too low. I need to raise the bottom paint by about 2inches.

How do I do this?

Do I scuff up the area, wipe it down, put the primer on let it dry then put the bottom paint on???

I had mine done also. When my fuel tank was full, the water line was too high on the hull.
The boat yard sanded the fiberglass and painted a barrier stripe then covered with Micron
bottom paint.
