Mercruiser Outdrive Locking Up /w Trailer Switch

I preveiously wrote about my Mercruiser outdrive (1988 version with 3.0l engine) not lowering, and was able to solve the problem by bleeding the hydraulic connections on the 'raise' end. Much thanks to all who answered with ideas!

I have since found that every time I use the 'trailer' button, it locks up and the only way I can get it to lower is to again loosen the hydraulic connections on the 'raise' end of the rams and bleed the fluid, then lower.

The raise and lower switch on the upper part of the throttle (bow up/down) works fine, and using only the 'bow up' switch to trim up, I am then able to lower the outdrive again using the switch. Only the 'trailer' switch locks it in the up position. The hydraulic motor humms and there are 12v indicated on the meter, so there seems to be plenty of power and the problem does not appear to be any sort of interlock.

Any ideas what this is symptomatic of, and what the fix might be?
