New boat bottom paint question

I'm getting a 26' Grady center console that has never been bottom painted. Hull is in great shape and waxed.

A local guy I've used here in Miami usually charges $19 a foot, about normal for this area, to paint the bottom on a painted hull. However, he quoted $86 per foot to paint a new hull from scratch. He said the job requires a lot of labor hours. He needs to clean the hull with solvent, apply two or three layers of barrier coat and two to three coats of Interlux Micron, which costs $190 a gallon. The quoted price includes materials. So my questions are:

What is the correct procedure to paint a bottom that has never been painted?

What should the cost be? I know different areas have different prices but I'd like to get an idea of how normal his quote is...or not.

Finally, what is the correct way to determine where the water line should be?
