I don't think there is a Hamptons PD. The Hamptons are a series of small towns, each served by a small PD. But I don't think any of them are named Hamptoms PD.

In Dans papers anything is possible including submarines in 10' of water. IIRC there was a classic article about the failed building of a subway system in the Hamptons to connect with NYC.
Their articles seem written by brainstorming at social gatherings and make for fun reading while recovering from those gatherings.
 
I've been to Fort Pierce many times. I can't see any reason they would need something like this. If I paid taxes there I'd be all over my representatives to have the police refund the $2k to the taxpayers. Boys and their toys I suppose? But with taxpayer dollars?
 
Military equipment is regularly given to police departments.
