Oil hose attached at plug location on oil pan leak

I took a picture with my phone and can tell that the seal around the plug/oil hose at the oil pan is leaking but what I cannot tell is if it is a weld or just screwed in with a gasket.

It is a 2003 176 w/3 liter alpha. The oil hose comes out through the plug hole to help change the oil when on the trailer via gravity.

I debated puting this in the engine section but it is specific to sea rays of this era.

This set up it is not Sea Ray specific. It is Merc specific and is available as an add on to any engine with a drain plug.
