There are a few things to check. If you have the traditional Par pump set up there is a clear plastic filter in front of the pump. Disassemble and clean. it is tricky to put back on to avoid air leaks so make sure it is fitted right. it even can come loose from the pump vibration.
Two check your lines to the pump for air leaks. mostly they just occur at the hose clamps. a little air will make pumping water difficult.
i would back flush the line to the pump with a hose since they the lines and the tank do get "funky" towards year end from stagnant water.
I would try pump from bucket of water with an extension hose from the intake and see if it can draw water. if it can not draw water but pump runs i would see if they have a rebuilt kit for the impeller or seals.
if not ( most basic pumps ) i would replace.

What kind of pump. How long is the line between th pump and th tank.
When you say "when I turn the water on", what do you mean? Turn on the pump breaker? after how long having it off?
If using a diaphragm pump, there could be debris in some of the valve ve inside the pump causing water to flow back to the tank. Then it woudl take a while to reprime if the line is fairly long. Or it could be as simple as an air leak on the intake side.
