Hrm... On balance not too bad for legislation, but I think we all need to think about whether one of the last bastions of unregulated privilege is something we all really want to give up.
This isn't the bill that's the problem - its the worry of the next bill. Will it make all sorts of things revocable offenses? The right to pass by water is a natural right that predates the Union and the Articles of Confederation so we should consider this bill in that light.
Just how much is it going to cost for this certification? I see it as another way for government to get more money out of the public. And what's worse is that it won't stop there. They will come up with additional legislation costing even more money to the boater.
I can put up with the occasional punk waking me in his MasterCraft. It's not worth the hundreds of dollars it will cost me to help the government "protect" me from them. The best protection is to be aware of the idiots around you and stay clear of them.
Ahhh, but UpperDecker, how much does it cost us taxpayers to rescue these idiots on the water? If getting all boat operators certified will reduce the costs of boating accidents and rescues, perhaps it is worth it. I see so many "stupid" things on the water these days; it is amazing that more people don't die each year.

Either way you look at it, there will be costs. But what will cost more? Keep in mind that if this legislation passes, the costs of administering this will be quite alot and we'll be paying for it. And I'm guessing it will be much more than what we pay to pull the occasional idiot out of the water.
Stupidity and boating go hand in hand and I doubt any amount of legislation is going to prevent that. We'll still be pulling idiots out of the water. Only now we'll be paying the government even more to watch them do it.
I'm with UpperDecker on this one. Drivers licenses haven't prevented bad, stupid or unsafe drivers; boat operator certification won't do it for the water. POerhaps we should stop rescuing so many idiots and let Darwin's theory take effect.
It's unfortunate that RBOC feels forced into supporting this. It isn't much different than Coastside Fishing Club working with the powers that be to craft a workable MLPA. Government has gotten their fingers into so many things where they don't belong that changes are going to happen whether we like it or not. Organizations are choosing to work with them to minimize the damages. This isn't on3e of those cases and we shouldn't be enacting any Boat Operator Certification.
I agree with this. The Feds want all states to have boater certification and RBOC has seen the writing on the wall. It is better to help craft the final law then to have something they can't live with shoved down their throat! Like it or not, by 2010, we will have a required boater certification law of one kind or another.
I suspect it will be a California version of the same band-aid boating course that most other states have, including a 50-question multiple-guess test, with a 70% minimum passing grade. But, as the saying goes, "Anything is better than nothing."
