Re-packing the Packing Gland

I noticed a fair amount of dry salt around my muffler, muffler hose and engine components. I am guessing that this is coming from one of two places; 1) muffler clamp being to loose 2) stuffing box.

Is the re-packing process something that the layman can do and is it something that can be done while the boat is in the water? If it is, any insight or suggestions would be helpful!
