Replace manifolds or just risers and elbows?

New to me boat with 454s with 1000 hrs. Planning on replacing risrers and elbows which have a little bit of rust and joints but no active or visible leaks, dates on them are '96. Should I also rpleace the manifolds, dates on them are 87-88, so are original, no leaks but minor rust on undersides above plugs.

What is the best course of action here? Will have problems with removing the studs on the manifolds? Better to just leave them unless they leak?
