Replacing drain plug sleeve

1999 glastronGS 249 i/O5.0 I need to replace my drain plug sleeve unable to see anything from inside the bilge so I am assuming it will come out from outside of the boat looks like just three screws anyone have any ideas on how it comes out through the fiberglass?Any tips on how to loosen it up?
 
It should come out from the outside. I replaced mine on my Wellcraft many years ago. Yours may have been epoxied in and it may need a little persuasion.
 
I think that you are correct. All those I have seen are held by screws from the outside and some sealant.
 
You dont want to pull off the outside FG skin so try to debond around the rim using skinny putty knife or piano wire. Then once the rim is free try twisting the rim to loosen the tube. You should be able to see the opening inside the hull and see how it is sealed.
 
Some sealant like 3M 5200 is almost permanent. So you may need to do some work to remove the sealant.

I would use the 3M 4200 or 5200 sealant to seal a new one back in.
 
Another suggestion is use a saber saw with a metal blade and cut the tube in several places all the way through and then after loosening the rim gently hammer the pieces towards the center until they come loose. The smaller the sections the easier they should come out.
