Russian and US ships almost collide

From the video the Russian ship was crossing from starboard and would be stand on however the US ship was engaged in helicopter operations and restricted in maneuvering. The US ship should have informed the Russians about the helicopters no mention in the news if there was radio communication.

They were not crossing but slightly converging running nearly parallel. Since the Russian ship was moving faster, it would be an overtaking situation. The overtaking vessel must stay out of the way of the overtaken vessel which the Russian skipper would probably argue he did. Just. Unprofessional, yes. Near collision I m not so sure

Would have been a good time to throw eggs and rotten tomatoes at them...

look at the wake trails in this pic. IMO shows Russian ship in Stand On position until turning to parallel. But as you said, US ship should have notified the of the helicopter landing

odd - the link I posted does not have the pic anymore - it is that video
the picture that I saw had the wake trails and it looked like the Russian ship was in a crossing path less than 22.5 degrees before veering into more of a parallel overtaking coarse
