Tachometer half right?

I finally got my POS boat on the water. 1989 Supra Mariah with a 351 PCM inboard. The boat ran, and didn't sink, so I am countinng my self lucky. However--I did have two problems

Problem 1) the tach is off. It seems like it is way off. In fact, it might be half off. For example, the WOT was around 2k, when it should have been more like 4k. Is that possible? I figured it might have been setup wrong (maybe set up for a 4 cylinder instead of an 8? Or would that make it run twice as fast?)

It is a standard looking VDO tach. It looks to be original to the boat. That made be wonder how it could be off like that-- but lets hope it is-- that would be better than having a WOT of 2k.

Problem 2) a small, but seemingly steady stream of water out of my packing box. I know that these things need to be restuffed every once in a while, but I have no idea where to start. (my previous boat was an I/O) Can anyone offer a pointer or two? Or maybe a link to somewhere?
