tilt/trim switch

I think Merc sold a bunch of different controls under the Quicksilver name.
Suggest you try a google search of Quicksilver control parts diagram and select one of the resulting images that most resembles yours, zoom it up & print to possibly help get yours apart & back together.
Have you ruled out trim relays as the problem?:

Merc had so much trouble with the tilt/trim buttons over the years. They had some of the stupidest designers in the world. Last one I got talked into fixing, I found the owner just pushed the switch a little too hard and popped the switch out the back. After I stopped laffing, I got a piece of wood and JB welded it as a backing plate to hold the switch in place so it could make contact and not get pushed out the back again.
They're really simple switches so they can be fixed.

I have replaced both relays- the switch is loose and not 100%

I just cant figure out how to get the top part of the handle off- I search the internet extensively-and the repair manual only shows how to test the switch if the whole control box is out
