Just splashed the boat - tried the head .The tank is empty and I have 14 volts. The pump seems to respond, I can hear it. It does not produce a vacuum, just keeps running. What is your best guess and what should I do ?

Did you add water to the bowl? Sometimes the system needs to be wet, to create vacuum, and seal.
 
when you press the pedal, do you hear some "gulping". if the bowl seal was dry, possible, you'd hear sucking sound on the seal from the pump building some vacuum.

check the pump actually runs and that it moves the bellow. there is usually a set screw on the pump/gear. if the pump is running and moving the bellow, then you need to check the duckbills.
 
Gsent appears to be right. I replaced all four valves. Still no vacuum. I again removed all hose connections and valves and re-installed. Still no vacuum. I next worked through four bowls of soapy water and a few more. Bingo, it started working! That was two days ago. I'll check it tomorrow.
 
Checked out fine> Operated all weekend. I learned that replacing duck bill valves is very easy and the pmp needs to be wet - very wet.
 
Glad to hear that. . . I have a vacuflush, has worked flawlessly. We use single ply TP and spare it no mercy. . . if you get my drift. Am thinking of getting a set of duck bills to keep on hand, it's only a matter of time.
