VHF antenna?

That is good news. I went through something similar, chased down the antenna connection, soldered, not soldered, it was a pain!
Finally borrowed a radio that someone was tossing out and it turned out to be my radio. It was very frustrating, similar to you, it *somewhat* worked.

Glad you resolved it the proper way with the right tool.
 
If you haven't already, check the VSWR with your new meter for a reference. It is a good idea on any new install and periodically as a preventive measure. Poor VSWR effects both the transmit and receive side, usually deteriorates gradually.

I did that's how I knew I was getting about 4.5 watts more output with the new radio. I think it was more then just the power output because even people next to me said I was low. I think the radio may have been out of tune somehow.
