Volvo Penta Out-drive Question

I am trying to help a new guy on the dock find the overheating problem with his volvo out-drive. It is a 454 block, duo-prop model, 1996 vintage. He recently purchased this boat; it did sit in the water last year unused for the most part.

So far the fresh water pump impeller has been changed as well as the thermostat. The line to the pump appears free of obstructions according to him. I am wondering if there is an impeller in the lower unit on these as I am quite unfamiliar with them. Several people have been trying to solve this problem over the last few weeks. I did not look at his engine except for a glance from the swim platform but am thinking he has sea water cooling.

He is a young family man trying to make repairs himself. I am sure any help solving this puzzle would be appreciated.
