Friend saw this at a marina. What is that striped tube at the stern?

You note that there are two of them. It is either twin slides for kids or a way to discharge depth charges.

It's for displacing sand/mud on the bottom for treasure hunters.

They pivot down and direct prop wash toward the bottom.

Mr. Fischer named them "mail boxes". I think they still use them.
 
Where can I get them, I could use them to add an extra 3' - 5' of depth to our marina!
 
You'd probably need a special license or permission from the EPA and city/county and maybe the Army Corp of Engineers.

We do around here, even when it was the Army Corp of Engineers that filled in much of S.F. Bay by digging a deep water channel.
