You do not know that the person who ended up with your docklines actually took them from your dock. It could have been the marina staff or someone was assigned to your slip while you were gone and that person removed them and left them on the dock or turned them into the marina.

Be careful who you accuse of being a thief.
 
He wont know until he talks to the new owner.
 
Talk first. First with the dockmaster. Then with the guy with the lines. Go in low key -- think Columbo. Don't go in with guns blazing. That will just get the other guy's hackles up, on the defensive. There's a chance this can be explained -- maybe an honest mistake, maybe not. But talk first.

Ron, Bald Rodge does not "assign someone to your slip" if you are away. GeeBee has already stated that he asked the marina and theybdomnot remove dock lines. If you take something that dies not belong to you you are a thief...simple as that. Now, did this gentleman take the lines??? Who knows without a witness, but I'm pretty sure I could identify my lines if necessary, I would recognize the way they had been spliced. The bottom line is....if it is not yours...leave it alone!!!!
