windlass problem

Wanted to drop anchor this weekend and my Lofrans Marlin wouldn't run. I used the anchor manually and when I returned to the dock, I checked out the wiring with a probe. I have power to the Control Panel. I have power to the windlass motor. I have power on the other side of the control panel both on the raise and the lower circuits. Do I have a short in the motor, or a problem with the control panel. Any thoughts?
