Won't run over 3000 RPM

Hello,

89 Sea Ray 280 Sun Dancer , twin 4.3 L ,2 barrel carb

On my first shake down run yesterday, my port engine would not go over 3000 RPM,
it normally runs 3500 to 3800 and tops out around 4400 RPM. It ran OK at 2500, but not great.

I'm going to start with the gas filter, here's the thing, the boat has one gas tank that feeds both engines, being the age of the boat, the gas filters are located above the gas tank, one for each engine, the fuel lines are connected on the top of the unit and there is a black canister with a brass bolt under it. I'm assuming the filter is in side the canister, if I loosen the bolt how much gas should I expect to come out?

I am not longer at the marina that serviced the boat for the last six years , I'm on my own with this one, and there are no shut off valves on the fuel system.

If this isn't the RPM problen, what's my next move?
