Y-Valve on FW Tanks?

Stop right there. What is a "simple (passive) inline Y-valve" ?

Is it a valve that directs the flow to one tank or the other or is it a "Y" fitting (or a "T") that directs the flow to both tanks equally?

It's a Y not a T. It's SUPPOSED to divert water equally, but because one of the directions is more inline with the incoming hose, most, if not all, of the water goes one direction first. When that tank is full, it then finds its way down the other side of the Y.

I'll get back to you guys about the bilge pumps. The two are amidships under the sole in the engine compartment. I guess it's the lowest point in the boat as all the water collects there. TBH, I don't know where I would put a third. Maybe under the drive shaft in the stuffing box area. Still, don't really have a place to eject it to. Can you Y into an existing above-water thru-hull? Like the one for the sink?

if you have 2 in the ER, you want to add a 3rd one, larger (3700 ideally) 2 or 3" higher so it only comes on if the primaries cant' keep up.

ideally you dont' want to use a Y into an existing thruhull, unless you can find one that won't get used at the same time like a sink.

I wouldn't think that would be a problem, but if it bothers you, a very simple solution would be to place a restriction in the side that's filling too fast. Reducing the size of the hose for a few inches (with reducing adapters) would be one way, another would be to install a valve in the line and partially close it.
