Young children-No PFDs

Many more boats out on the water these last couple of weeks due to the great weather. I have noticed that most small children, sitting on the bow or dive platforms while boat is underway, are not wearing any type of L.J. or PFD. Today I noticed a gofast passing my slip with 2 young kids sitting on the rear just above the exhausts and 4 small girls sitting on the rear steps of a big catermaran dangling their feet in the water, all with out any type of PFD. I would think the Marine Patrol would at least give a warning, or is the practice OK?.
 
FL law requires children under 6 YOA to wear LJs at all times a boat under 26' is underway. Offshore out of FL waters it's under 13 YOA unless in the cabin.
Reckless or Careless Operation...allowing passengers to ride on the bow, gunwale, transom, seat backs, seats on raised decks [specifically bass boat pedestals etc] or any other place with high likelihood of falling overboard.
Those sunbathing pads should not be used underway either.
All this is enforceable. How much is...? No doubt sometimes. When we're on patrol in uniform, signs, flags, we sometimes ask people about LJs for kids and urge them not to bow ride etc. They probably feel they were "hassled by the CGAux" no matter how friendly we try to be. I'm sure FWC and the various Sheriffs Offices have plenty to do, but most of the enforcement I see is wake zones.
 
Above situation occurring while in high traffic areas. Hope all boaters are smart enough to keep a good distance and stay alert when following.
I do like to mind my own business, but it did bother me. I realise the kids would rather not wear a LJ.
