I spent about seven years boating that area, and don't remember ever seeing anyone spend a night on the hook, north of Cape May, or south of Barnegat bay. Plenty of people anchor for the day off Corsons Inlet State park, which is right across the inlet from the Deauville. People also anhcor for the day at 'low tide island' which is down by Hereford inlet. Besides those two, I can't think of anywhere else north of Cape May harbor. Yoy get anywhere outside the channel, between Ocean City and Sea Isle City, at low tide, and you're in the mud - even in a very small boat - which makes anchoring impossible. There is one nice channel, once you get past Sea Isle, close to Townsends inlet, off to the west. I'd have to look at a chart to be more precise. I'm pretty sure that one stays deep all the way back to where it ends, at the GS Parkway. Lots of water skiers, and a few fisherman, so it might not be the quietest spot, but it's the only one I can think of where you could anchor a boat your size during a low tide.
